UPP Business Systems has been supporting the Virginia State Police and their mission with the continuing maintenance/ enhancement and support of the Criminal History and Applicant System, developed to enable authorized users to identify individuals' criminal history using a fingerprint scanning system, and then Web-enabling background checking to enable look-up via the Internet. This additionally includes related support for the Live Scan/Card Scan interfaces in connection with the Automated Fingerprint Interface System (AFIS).
AFIS is a mission-critical, shared, statewide computer system developed for the storage, management and searching of rolled fingerprints (nearly 1.5 million cards) and partial, or latent, fingerprints. There are more than 20 AFIS remote sites, available to the State Police and other state and local agencies, throughout Virginia. Live Scan, installed at over 80 sites, electronically captures and transmits arrest and fingerprint information to the State Police and FBI. This facilitates the identification process, providing for the detection of aliases and outstanding warrants before arrested persons are released.
UPP Business Systems personnel onsite with the Virginia State Police have been involved in continuing design and maintenance of programs for the Unisys-based Criminal History and Applicant System using COBOL, ECL, DMS/RDMS, TIP. Also Web-enabled system functionality using Unisys COOL:Ice and HTML for design and development of Web application to enable law enforcement clients and peace officers to submit data via the Internet and pass it to the Unisys Criminal History system for validation and background checking. Deployed and maintain system security for the Web application using COOL:Ice Administration tools.
Additionally support the interfaces and system connectivity. Maintain Live Scan/Card Scan interfaces from NEC (UNIX) to the Unisys systems for AFIS using TCP/IP for data transfer. Review network traffic to solve line problems and configure Nortel and Cisco networks. Use FTP and Telnet to resolve data problems on UNIX. Developed related interfaces using Visual C to decode MIME64 and compare Form Versions for input devices. Integrated e-mail services. Also responsible for the development and maintenance of an affiliated website listing government information using HTML, PHP with mySQL on Linux.
