UPP Business Systems has been supporting those living the dream in Oregon with the provision of Systems Integration services for several state and county agencies, including the Oregon Health Division, the Multnomah County (Portland) Health Department and the Multnomah County Department of Community Justice. Oregon was the 33rd state admitted to the Union (on Valentine's Day in 1859) and has a modern day population of about 3.5 million, more than 50% of whom live in Multnomah County with about 20% making their home in Portland, "The City That Works."

Provided Web Application Development for Multnomah County agencies, including the Community Justice and Health Departments. Leading a small team, architected and developed an object-oriented, 3-tier Juvenile Justice Web application, using Visual Basic, ASPs, ActiveX, Custom Controls with SQL Server and MS IIS on the back end. Additionally responsible for project planning, estimation, mentoring staff, and managing knowledge transfer. Involved also in the life cycle development of a second VB/SQL Server project, analyzing requirements, designing, developing, testing and implementing an Adult Justice system, as well as writing the Online Help and providing system training.

Responsible as well for life cycle development or migration/ conversion of various applications for the Multnomah County Health Department, using primarily Visual Basic with MS Access. Gathered requirements, developed functional specs, designed and coded interfaces and application programs, created system and user documentation, tested, installed and provided continuing support for: health services tracking and disease tracking databases, systems for reporting and tracking health and safety code violations, a vital statistics system, a clinic patient intake system, etc.

For the statewide Oregon Health Division, developed various additional client-server applications using Visual Basic with SQL Server or MS Access on the back end. Wrote SQL triggers for database updates. Developed new and modified existing reports using Crystal Reports. Took part in the continuing migration/conversion of legacy systems to VB/SQL Server. Created application-wide coding standards, libraries, testing and documentation techniques to facilitate future development efforts. Implemented new systems and involved in providing training to users and supervisors.

Finally, in connection with both the Multnomah County Health Department and the statewide Health Division, provided IBM mainframe Natural/ADABAS support. Responsible for ongoing support for the Health Information System (HIS) as well as Medical and Dental Practice Management systems. Designed and programmed both batch and online programs in Natural/ADABAS. Created and implemented new jobs and processes. Resolved JCL and CA-7 scheduling issues. Took part in data warehouse pilot, and developed two data exchange interfaces between HIS and a new countywide SAP Financials system.
