Working with strategic partners, UPP Business Systems is supporting the State of Indiana, Department of Workforce Development in their mission to "to ensure Indiana employers have a competitive and flexible workforce" with the continuing maintenance and enhancement of critical Unisys 2200 mainframe systems, including the Unemployment Insurance (UI) and Tax Benefits system. This system is used to bill, collect and account for hundreds of millions of dollars in payroll and taxes each year. It also calculates, certifies and distributes similar amounts in benefits to the unemployed.

UPP consultants first worked on the UI and Tax Benefits system back in 1999 as part of a Year 2000 project, in which UPP Unisys expertise played a major role in the remediation of nearly 1,000 programs, comprising over 1.2 million lines of executable code. The century came and went without a single failure.

The company was additionally responsible for day-to-day maintenance of the system and other associated programs, including designing and developing new processes to increase agency productivity and effectiveness. This included the successful and rapid development of new, complicated functionality of the UI and Tax Benefits system in response to legislative mandates. The new features have decreased employer default rates, made accounting more accurate and increased state revenues by hundreds of thousands of dollars annually.

Working with a small team, continue to support the UI system today, including responsibility for all aspects of development for maintenance and enhancements, such as gathering and understanding requirements, creating program specs for modifications, developing new screens/ programs/ copybooks/ scripts, etc., managing database support requirements, creating test scripts and testing modifications and enhancements, implementing changes, analyzing and monitoring performance, tuning for optimization, and providing continuing support.

Employ legacy software and tools, such as DMS, COBOL 74, DML, ECL, JCL, DPS, FORMGEN, IPF, TIP. Additionally supporting UI system modernization, bridging interfaces to and from a new Web-based Java system with an Oracle back end in a UNIX environment. Includes legacy data migration/ cleansing.
