Systems Integrator, UPP Business Systems, as part of a complex, multi-year development effort, has been supporting the State of Illinois, Department of Public Health's stated mission with the continuing development, secure Web-enabling and support of TOTS, a system which enables public and private health care providers to share immunization records of Illinois residents electronically. TOTS (Tracking Our Toddlers Shots) was initially developed in 1996, using primarily Smalltalk, as a single-user PC system for the voluntary collection, storage and maintenance of immunization records.

UPP Business Systems has been assisting the IDPH with continuing support of the system, deploying an enhanced multi-user version of TOTS using ASP, JavaScript, etc., and transitioning to the Web-based system using .NET technologies with Oracle 9i/10. This includes customization of the base State of Ohio Immunization Registry Statewide Immunization Information System (IMPACT SIIS) along with integration of the IRMS Warehouse Management System, developed by UPP Business Systems' sister company, Integrated Warehousing Solutions.

Following the success of Phase I, in which company personnel oversaw the development of new modifications/enhancements and the clearing of more than 130 outstanding TOTS trouble tickets in just three months, responsible for Phase II deployment and support of the multi-user version of TOTS using Smalltalk and DB2 database, and then Phase III Web development using JavaScript, ASP, Microsoft.NET technologies and other software tools, including transitioning of TOTS multi-user to Web-based I-CARE repository and Oracle 9i/10.

As part of Phase III, participated in JAD sessions for TOTS/I-CARE design and involved in .NET technologies decision-making for development of new n-tiered, Web application. Developed system documentation using UML Interaction Diagrams, Activity Diagrams. Developed C# middleware components for communication. Wrote C# code behind the logic of the GUI screens. Developed XML Web Services for data handling between Web application and Oracle 9i database. Created XML Web Services (and authentication process) for data retrieval from LDAP to TOTS/I-CARE front end. Used Visual Studio.NET for development.

Additionally, responsible for Oracle 9i/10 database administration in an AIX UNIX environment, including development, test, production databases. Installed Oracle 9i and upgraded to Oracle 10. Created instances. Wrote Oracle procedures for data migration and scripts for synchronization. Setup Oracle Label Security for protection of patient information. Responsible for tuning, defrag, tablespace management, monitoring and all other aspects of Oracle 9i/10 database administration. Used RMAN and OEM to manage backup and recovery.
