Promoting Government Reuse and Recycling
"Right Item, Right Time, Right Place, Right Price, Every Time"
Working with select partners, Systems Integrator, UPP Business Systems, is supporting the objectives of the Defense Logistics Agency Defense Reutilization and Marketing Service (DRMS) with ongoing, cooperative Web applications development of a system designed to further automate and simply the process of property management and tracking. The system has been developed using Java/J2EE with Oracle 8 and 9 on the back end in a mixed UNIX, Linux and Windows 2000/XP environment.
Officially established in the 1970's but providing services that date back to World War II, DRMS disposes of excess government property. Items are made available for reutilization within the Department of Defense, transferred to other Federal agencies, offered to state or local governments, donated to private not-for-profit organizations, or sold to the public as surplus. With this program, the equivalent of billions in taxpayer dollars is reused or recovered each year.
Developed in support of this end, the enhanced Web-based system is designed to handle the receipt and tracking of property. Data once submitted through a manual process is entered online, validated upon entry according to specifications and stored for management review. This data can then be displayed in a custom Adobe PDF form and also forwarded to other systems. Additional functionality includes administration tools for such tasks as user management for an active, global user base currently numbering about 2,500.
As part of a small team, responsible for day-to-day systems maintenance as well as design, development, integration and deployment of system enhancements using primarily Java/J2EE on Oracle. Analyze business rules and translate into requirements specifications. Perform database and object-oriented system design (including class diagrams), construct software, perform unit testing, and assist with database migration and deployment. Also involved in writing online Help for the system.
Developed Java Servlets and JavaBeans in connection with application data flow and logic. Developed JSPs for data and field layout on user screens. Wrote SQL statements for interaction between the application and Oracle database back end. Developed tracking system to prevent simultaneous update of the same data, a Java program that receives and processes e-mail messages, and a PL/SQL program for auto-email notification of system-related data to facilitate continuous optimal processing.
