Working with select partners, Systems Integrator, UPP Business Systems, is supporting the Centers for Disease Control and Prevention's (CDC) mission with the cooperative development of the National Electronic Disease Surveillance System (NEDSS), a Web-based system designed to detect outbreaks, monitor the nation's health and facilitate information sharing with Public Health departments. The NEDSS project is expected to provide public health officials with a tool for faster and better decision-making concerning public health threats.

NEDSS has been developed using Java/J2EE technologies with Oracle 9iAS. The system maintains a large and complex data repository of public health information and supports data receipt in various formats, including XML and CSV as well as HL7, the health industry standard format for clinical and administrative data messaging. NEDSS is additionally HIPAA-compliant for secure, health industry standard communications, and includes a Geographic Information System (GIS) component for locating centers of outbreak on a map.

A small team of UPP Business Systems personnel, including specialists in Java/J2EE, Oracle and GIS, have taken part in lifecycle development of the NEDSS, from requirements gathering, Best Practices evaluation, system and database design to Java and Oracle development, GIS integration, Web administration, implementation and production support. Following analysis, involved in design and development of the database model using Oracle 9i, including responsibility for tables, stored procedures, sequences and triggers, as well as Java database interaction API. Employed Oracle's Healthcare Transaction Base API for data repository management relevant patient, disease and syndrome detail. Developed stored procedures for data analysis. Used TOAD/PL Edit for development in the database environment.

With the team, also responsible for middle-tier development using Java/J2EE, Servlets, JavaBeans, JSPs, RMI, Applets, JavaScript, running initially on Tomcat 4 and later Oracle 9i Application Server. Using Java Applets, developed charts for visual presentation and analysis of NEDSS data. Used JDeveloper for Java middle-tier development, and employed JavaScript for front-end development. Also took part in GIS integration using ESRI software and tools, such as ArcInfo, ArcIMS, ArcSDE.
